You do know it can be both, right?
Teams are required to spend a minimum amount of money and attempt to be competitive (or at least pretend to). The NFL also makes an effort to make sure certain teams are constantly in competition and make the playoffs because the league's bottom line is more if those teams are competitive. It's not rocket science.

Local Fox affiliate in KC has a black sports anchor and he's mentioned the upcoming historical all black QB Super Bowl in every one of his sports segments. Dude had an extended interview with Doug Williams about having two black QBs in the Super Bowl and he's played that interview numerous times....he's still is playing the interview.
