Instead of looking at teams, look at which players have made it...

Shel the ratings for the NBA fluctuate from meh to eh a little better every year.
You want to see them truly be good? Stop promoting stars over the teams.

I agree with the sentiment behind your post but find the particulars of your list pretty dishonest (when it implies the players you list were responsible for those championships)
Two to three great players can transform a franchise into a championship caliber team but the season MVP of the last 30-55 championships would include one heck of a lot more players (yes, Russell, Jordan, Magic, and Bird would make for a good start tho)

Take out Silas and Cassell and its 6 HOF players who account for 35 of 55 championships

1. Hard cap.
2. No guaranteed contracts.
3. Teams should be allowed to pay a superstar they draft 10-20% more than typical max contract any other team can pay when they hit free agency. And no sign and trades to protect that contract. The 10-20% would not count against the cap.

Lakers, Rockets, Pistons, Bulls, Spurs, Heat.
No Celtics?
They've been in it 7 times. but all were against the Rockets or Lakers.
