I don't know if he has the strongest arm but I know CBS and ESPN made it a point every game LSU was televised to say he could throw it 70 yards from his knees

Within 25 yards he can throw it as hard as just about anyone.
and he throws a great deep ball.
Tom Brady has one of the 5-6 best arms in the NFL.

I am an arm strength afficiando and Vick has the strongest arm in history.
Jamarcus is up there. Top 4 or 5 id say.
I'd also say there are different ways to judge arm strength
In a straight up longest ball competition I'd put my money on Jamarcus as being top 3 all time. Throwing a bullet 40 yards on a rope he is up there too but there might be someone better at the more "line drive" type throws.
I still think one of the most impressive live passes I've seen in a game is when he flicked the ball off his back foot to LaFell against ND in the Sugar Bowl. Looked completely effortless and he put the ball about 65 yards in the air.
You look at some of these guys in those QB challenges where they're launching into it and they can barely get 65 out of an all out heave.
His wingspan allows him to launch a deep ball farther than most if not all QBs. He could probably toss is about 80 yards.
*rumor is that Michael Bishop once tossed a ball 93 yards in practice but that could just be urban legend.
