90's Super Bowl teams had no salary cap.

Those same teams would be impossible to build today.

So yes they could play with or beat some of the teams like the Patriots team that beat the Rams, or Giants team that beat the Patriots (not the undefeated season)

Some of them did. The NFL adopted the salary cap in 1994. The best team of the 1990s was under a salary cap.
