Even only cutting it to 9 makes you only need a TD and a FG compared to 2 TDs they still need now. It was dumb to go for it regardless.

I realize that but even cutting it to 28-19 waves you from needing 2 TDs.

You don't get what I am saying, If they kicked the XP instead of going for 2 it would have been 21-17. Then kicking the Fg would have made it a one score game. Made it 28-20

I do understand that. I'm saying that even in the situation they were in, passing up the FG was still a dumb move. It would have been even dumber if they were down 28-17, but it is still dumb down 28-16.
For instance now they have the ball down 12 still when they could be 9. They could kick another FG and cut it to 6, or score a TD to cut it to 2. But instead they need to score 2 TDs.
