This is really gonna benefit female athletes IMO. They'll be able get in on those sponsorships that the rest of the social media thots have.
I know you're half joking but those hot chicks can be IG models now with a 300k followers and make money off it and still play their respective sports.

Additional flexibility in this area can and must continue to support college sports as a part of higher education.

Why?

Interesting that the BOG is making this announcement after Emmert has come out against.

Yeah, I don't see any reason to be excited. NCAA is going to regulate the shite out of this.

They seem kinda stuck though, i'm not sure they can do that, i don't see a logical path.

Used them once, won a bunch of titles, Heismans, and moved them to the Big 12.

The last team I used for a Dynasty was UAB.

Sure they can. They can put in non compete type clause into the scholarship. If the person trying to pay them is not official sponsor or you run your own camp you are competing against them.

I think what this leads to is paying players to work at summer camps and that is about it. Then the NCAA will put a cap on hours and pay per hour can work at camps.

There will be a very harsh penalty to the school and player if found violating the rule I would think.

I feel like this is a giant step towards the NCAA completely losing their ability to govern collegiate sports.

The NCAA is going to put clauses in an athlete's scholarship with their school?

States are going to continue to put laws on the books that won't allow schools to inhibit athletes making money off their name/likeness. That is still going to happen.

They lost that ability at least a couple of decades ago.

You do not have to play in or for a NCAA sport. You made the choice. The NCAA or any school is not infringing on anything.
