Yeah, until it's late in the game and someone is driving for a critical game-tying/go-ahead score. Then they'll throw one.
For all the "scripted" arguments you hear about the NFL, that has to be the most obvious example of any potential rigging. It just happens so often.
But I've never put any weight in the "rigged" arguments.

Generally if the refs see any jersey actually getting extended, they make the holding call.
