Not at all. Watch the tape again. By the time he realizes the ball has been snapped Daniels had not even started to roll out to his right. After doing so Daniels then rolls all the way back to his left, takes a few hitches, then throws the ball. It was 10 seconds from snap to throw. The DB had PLENTY of time to get back into position. Now, maybe he was supposed to be the back line defender. Who knows? But even if he was he had plenty of time to do just that. Him mocking the crowd had no impact on the play. But you don't get a pass when there is video of you doing that THEN giving Washington a perfect tip for an easy TD.

I just realized that’s the same player that poked Texans WR Collins through his facemask. Ref didn’t see that part but penalized Collins for shoving him. Next play, Collins burned him for a 25yd TD.

There was time for sure. That's not the question.
Turns out Stevenson didn't do his job to take the deepest man as confirmed by the team.
I suspect that happened because he was surprised when he turned around, panicked and scrambled around for the remainder of the play, and ultimately didn't perform his responsibility.
