That was the point. The majority of the Big 10 presidents didn't want to play. They reluctantly agreed to do so as the public pressure against them (from fans and, more notably, the players themselves) mounted. In doing so they made sure the "precautionary rules" would bring about a de facto shut down unless virtually nobody tested positive for covid (which wasn't going to happen). That way, they could appease the "angry mob" by playing, but ultimately get their preferred result of no games through the impracticality of the rules. They made their real goal pretty obvious when they enacted (among other things) the 21 day quarantine

Nebraska is in the Big 10 for money only. If they could get out without paying a ton, I think they would do it in a heartbeat. They went there when it looked like Big 12 was falling apart.
