Can Pressey dunk for sure? It would be tough for him since he is about 5'8".

I can't believe that there is anyone in the NBA who absolutely can't dunk a regulation ball in a ten foot goal.
In a game, with dribbling and defenders? Yeah there are almost certainly a few guys who can't. But given a running start and a clear lane everyone on an NBA roster should be able to palm it and get it over the rim, even the 5'9 guys.

I have no doubts that everyone can dunk. There were 6' white kids on my high school team that could (though barely). And everyone in the NBA is 100x better athletes

I wouldn't bet money on any player in the NBA not being able to dunk.
Now in-game dunking, that's a different story. There are plenty that can't pull it off in the context of a live game.

Not current, but I am fairly certain that John Stockton never dunked. He might be the only NBA Top 50 player with that distinction.

I don't recall ever seeing Stockton dunk but I have no doubt he could've if he wanted to.

I'm 6'3" and very much a below average no where close to same level of athlete as the worst NBA player, and I'm only missing a couple of inches on my vertical to be able to dunk. It would take a much below average height NBA player for him to not be able to dunk.
I tried looking up if Muggsy Bogues could dunk as the only likely chance of finding a player somewhat recently in the NBA who could not dunk. It seems that he could with two hands but not with one because his hands were too small.

I wouldn't. I bet some of the older guys with knee surgeries have a tough time doing it. Heck, I bet by the end of his career, Grant Hill couldn't do it.

Maybe true for some of the older, shorter guys but Grant Hill is 6'8. He'd have to be unable to walk to be unable to dunk at that height.
