Probably not, but he was probably the best to do it.
Doesn't mean Acuna isn't elite. Look at the drop off of stolen bases #'s wise across the league as of today. Here's the top 10. It's cut in half when you get to just #10. All these guys have the same opportunities as him with the new rules. He's just that much better than everyone else at it.

The amount of people bitching about this is truly hilarious. Bunch of jelly cry babies. Dude just put up a 40/70 season, which btw go look a month back or so and no one believed he would get to 40 home runs Acuna has been absolutely dominant since mid august. He is your MVP. The Braves are the best team in baseball. The Braves are the best run organization in baseball. No one who matters on our team is going anywhere anytime soon except maybe Fried. Go cry about it on Reddit baseball with the other figs TD is Braves country

I think it’s just showing he didn’t statistically blow out the other top base stealers this year so maybe what he did was more about the rule change and less about his improvement

Not relevant. Once you are limited there are now counts that are good to steal on but may not be worth the throw so the pitcher has to take a chance. The new rule essentially penalizes a pitcher for every throw over, every step off etc, because it imposes a limitation later on.
The rule was put into effect specifically to increase bases stolen and the attempts.
No stolen base metrics are legit now. MLB deliberately inflated these with the rule change.
