I can see that, but to me, if they reviewed the video and concluded nothing was wrong, that is on them. If they had made the determination that he was in the wrong, he could have signed for a penalty yesterday and this would have been null and void.
Now, Tiger DQ'ing himself is a totally different story.

Absolutely. The rule gives the committee the discretion not to DQ. But it also states the committee should DQ for egregious violations.
That rule was put in place in case a viewer saw a ball move while an hd camera was zoomed in on it or something that a player couldn't likely see on his own. Not for standard water hazard procedures.

Well obviously the decision to not DQ him stems from the fact that the rules committee fricked up in the first place.
