I don’t think Trump can just “declare” that. It’s also bad policy and surprise surprise would benefit his own taxes materially.

I anticipate serious discussions around a temporary 2-4 yr moratorium on cap gains to “stimulate innovation” in the crypto industry.

Seized Bitcoin only, not going to cost the taxpayers any new money.

Obviously selling the BTC would be better for the budget so overall net negative
