Not anytime soon and at probably 10x the cost if you aren't going to bring in the chinese who have already automated at scale.
Would the government fund/mandate that ports need to use USA developed and manufactured hardware and software?

Good point, while we are at it, what did tractors fix? Let's go back to sickles.
What did computers fix? Let's go back to paper drafting and typewriters and calculators.....shite or should we go back to abacus and papyrus, or do we go back to before the written word?
Man, being anti progress is complicated; that's why we should just leave that shite to China and Xi and keep our antequated ways.
