Odd Problem - any way to force a worker to give me a bill?

Back in mid July, my rental property's water heater broke and had to be replaced. I got the issue diagnosed by American Home Shield and then went with the cash out option, which is what I usually do nowadays since the companies they provide are dog shite.
AHS offered $500 for the new water heater and labor but would not cover the labor and parts to bring it up to code. AHS requires a copy of the bill from the service repair.
I paid $600 for the new water heater because Alagasco offered a $350 refund. The worker I hired said it was $300 for his labor and parts.
But he never sent me the bill. I've contacted him six times, and he keeps saying he's going to send it. He hasn't returned my last two calls.
So if he never sends me the bill, I'm out a total of $250 with the refund.
If he sends me the bill, I pay him, use the AHS cash out option, I'm only out $50.
hes an independent contractor, so there's no company to contact about it.

So you never paid him for his work? Or did you pay him without a bill?

Was he/the company he works for or owns licensed in any way? Is it an actual business? If so, you will have some relatively easy recourse, if not, you are probably SOL.

I never paid him.
My tenants met him at the house and he was supposed to send me the bill. It's been 7 weeks now, and last he returned my call was almost two weeks ago.
I've never met someone that didn't want to be paid, but apparently getting my money isn't a big concern of his.
He's a freelance worker that was recommended to me by a family member. They said they also had trouble keeping in touch with the guy and that the guy's truck was absolutely disgusting, but he has really good reviews online. I may give him a good review too if he'll come fix stuff for free.

He has a license that is recognized by Alagasco to work on water heaters. I'm not sure what the official license is, but that's one of the reasons I hired him was to assure that I would be eligible for the refund.
He's an independent worker.

Same thing happened to me with the guy that replaced our garage door openers. I haven't paid a dime for them and he replaced them 2 years ago and never sent a bill. I was even there when he did the work and I offered to write a check then, but he insisted on mailing a bill. Last time I tried to call him about 6 months after the work was done his phone had been disconnected.

I had this happen when I had a guy inspect a certain part of my house before buying. I contacted him a few time to pay him for it and he kept putting it off. So I just stopped trying

Tell him that you need his bill to submit to *thing* because of *reasons* and that if he doesn't send you the bill before *day in near future* then you won't have the money to pay him until *future time far from now*

Explain the situation and tell him you're going to short pay his lazy arse if he doesn't submit the bill by date XX.

Sounds like my father.
Makes me sick to hear of the times he just let money go out the window. " well they were have marriage issues and I didn't want to upset that further so I never billed them"

But yes, there are some people who do self-employed work and getting paid isn't on their minds.

Could have also said "Guy has a $3k per month lease payment for a car he can drive 97 feet per day and I just felt bad sending a bill to someone with limited cognitive function."

Sometimes it's not a matter of so much not wanting to get paid, it's more of a matter of hating / not having the time to do billing.
I'm a CPA and by far the part of my job I hate the most is billing. But I like to get paid, so I suck it up and do it.

I think his cognitive ability is enough to make him worth several million.
Outside of that, no doubt all the bankers are smarter than he is.
