I haven't had a chance to review it. It had better be fastracked if the guy that bought the July calls wants to cash in...
If the bill is bullish for NBIS, then just being introduced might induce a bit of a bump. Sometimes these bills are bipartisan in nature and can get moved through quickly, but any bill that tries to put guardrails on AI is going to be controversial and will have a lot of back and forth.
Some folks are going to want free market/speech and to take the guard rails off and others, like Bernie Sanders are going to want the government ot take over complete control of AI...
