Can I use my HSA account to pay my wife and. daughter's medical expenses?

They are on their own insurance.
I have a debit card linked to my HSA account. Can I pay her co pays and prescriptions with it?

I suspect the answer is "no", for the following reasons:
1. An HSA is owned by the individual, much like an IRA. This implies money can be withdrawn for that individual's needs and not for someone else's.
2. As you noted, they're on their own insurance. My guess is that is it not the HDHP sort that is required for an HSA.
That said, I'm not a real expert on this topic so you may want to do some research.
At any rate, since they have their own insurance anyway why would you want to spend out of your HSA to start with?

I think you can use a HSA to pay for any medical expenses for the household, regardless of the insurance plan.
I know it works that way for a FSA.

Yes you can. I’ve had an HSA for about 10 years now. My wife does not. As long as you are married and it also includes any dependednts you claim on your tax return. Also has to be qualified medical expesnses. I believe that does include co pays but you would have to look that up.

Yes. As long as they’re your dependents and they’re qualified expenses, you’re good.

The technical answer is ‘No’, you cannot use the HSA for anyone not on the HDHP. However, it’s all on the honor system.

You can still, generally, reimburse yourself for qualified medical expenses if you pay with something other than the HSA provided card. You'd obviously want to keep the receipt of the purchase, but say you paid via credit card, you could still send your HSA funds to your checking account as a reimbursement for the qualified expenses you paid out of pocket.
