21 years old by August 1st or three years removed from HS if prospect goes to a 4 yr college and does not transfer to JUCO to be draft eligible.

It’s always been 21. Pretty much everyone turns 20 during their soph year. If the rule was 20, every sophomore would be draft eligible. These draft eligible sophomores are typically the result of parents waiting for their kids with summer birthdays to start school or holding them back in 8th grade so they can be draft eligible as sophomores and be a year older as a hs senior

Yes, leverage is a thing, for certain. However, I do not see how he could gain leverage from taking his name out of the draft, when simply holding to a number is all one needs to do. Gervase was not a high school kid taking his name out of the draft, and Lee didn't remove himself, either. They both said they were coming (or coming back) because they apparently were originally being led to believe they wouldn't get their asking price, only to get it later.
Removing your name ahead of the draft sounds a lot more like a firm decision. Now people are saying that taking your name out of the draft actually means you can't be drafted, unlike years past. Though I have yet to find confirmation of that.
I have no problem with someone wanting to wait it out and see what happens. I just don't agree that taking your name out works as leverage.
Now, if you did not know that he took his name out of the draft, and just heard he was coming (I don't do twitter, so all I have of what you supposedly said is what was mentioned in this thread) then that would make a little more sense to me. I heard nothing except that he had removed his name, so I felt little reason to doubt it.

Right. All I had seen at that point was a tweet that said “Callin’ Baton Rouge”.

That obviously excludes jucos and players who already had 3 years in at 4 year schools.

You gotta love it when the tables turn on long-established practices. I believe that NIL will have the biggest impact on college baseball compared to other sports in the sense that baseball is the only major sport where you can completely skip college.
