The answer to this question is deeper than just this game.
He's yelling at Kelly because he has impulse control problems and Kelly has babied him and stuck up for him in the media when he's done stupid shite instead of laying into him like he's done with Ramos and others.
Playing favorites with players who buy into his dumb arse stuff clearly doesn't sit well in the locker room.

Every play he makes or if trailing a play, Lacy has to make a scene or bow up and flex his arms, or something stupid. He is immature, stupid, and selfish. Heck, did he not open up a clothing line a few weeks ago. Jesus, do that in your spare time after the season. The machine gun bullshite for USC was a sign of shite to come from this jerk.
