Should be a strict clock and if they can’t find evidence to overturn then the call stands. If all the way to speed up the game they’ve put in, that would have the most significant effect on total game time. Say there’s three reviews a game that otherwise would take 15-20 minutes total to review. Cap them at 2 minutes, there’s 15 minutes cut down. That’s going to be more impactful than these pitcher/batter clocks.
