The way I read that article is that if they can't fix the breach then they will have to cut off the water intake valve at some point on Wednesday so they may have running water now but may not on Wednesday afternoon

Link? I used city water about ten minutes from stadium today and the pressure was fine. If they seal the canal, then the pressure will be good.
But no, I don't think they'd divert emergency people from the flood work for a football game. They'd postpone it or move location.
