an history has shown that alleva really listens to public opinion and hates his schools athletes with the way he destroyed duke lax because he over reacted.

If it was a permanent ban, then most likely he is beyond 3 strikes. #11 below is the result after you had an appeal in your favor. The relevant sections from the LSU Drug Policy follow:
LSU Drug Policy

6. Up to one-year suspension from all athletic related activities (team practices, weight room, team running, etc…) pending reinstatement by treatment team and head coach.
7. One-year suspension from competition. Scholarship during this period of time is at the discretion of the Athletic Director and Head Coach and dependent upon a negative drug screen and compliance with ADAP program. Reinstatement after the one-year period is with the support of the ADAP treatment team and Athletic Director and at the request of the Head Coach, dependent upon negative drug screen.
8. Any Third Violation Case may be appealed at the written request of the Head Coach detailing the reason(s) for the request.
9. The Administrative Voting Committee will be made up of the Athletic Director, Associate Athletic Director, the ADAP Administrator, Drug Prevention Coordinator, and Head Athletic Trainer. In cases where a student-athlete has exhausted his/her eligibility to compete in a sport, a partial committee may be assembled at the discretion of the Athletic Director.
10. If after review the committee allows the restoration of a Third Violation case, the restoration will be based on full compliance of all Athletic Department rules and regulations for the 9 remainder of student-athlete’s time at LSU. The committee, at its discretion, may impose conditions upon reinstatement that are binding for the student-athlete’s reinstatement to full eligibility. (i.e. loss of scholarship, game suspension, etc…)
11. A successful appeal will result in routine drug tests for the student-athlete. If institutional drug testing reveals the existence of drugs at any time an automatic positive test will be issued and Permanent Ineligibility to participate at LSU will result.

I don't think he was at #11 on the policy. Miles did say it was permanent but also said it was because he "couldn't imagine he would want to stay here and not go play this year".
At that point Mathieu may have told him he was going to transfer, play, then enter the draft.

I have no idea what the facts are, but the way to a permanent ban and no scholarship is #11.

GD Skip Bayless needs to be punched in the face. Just watched that ESPN clip and how fricking stupid can he be? I know his job is stir the pot but that was beyond ignorant on his part.

I feel like I'm in the extreme minority in this but it would be good for LSU and Tyrann to part ways to start fresh. It would be good for Tyrann to have a change of scenery and have some detachment from all influences and affiliations with anyone related to LSU.
However, I would not be against him being a regular Joe Schmo LSU student and to be detached from anything related to football (the players, coaches, facilities, etc.). My only concern is that he still has contact with any of his non-football friends at LSU continuing to influence him in the wrong ways. Saying all that, if Tyrann can be a regular student by paying his way, keep his nose clean under a zero tolerance policy of some sort, then that would be an amazing underdog-fall-from-grace-redemption story.
Personally, my preference would be for both parties to wipe the slate clean, but if Tyrann can prove to work hard and be a good citizen, then it would be great for him to come back to the team in 2013.

I'm going to go ahead with the thought process that this was the third failed test, and when Mathieu was presented with the option of sitting a year, the transfer looked good. After talking with family and reevaluating, he is looking into the possibility of staying. He either failed more than 3 test and Miles broke the rules to let him stay on the team, or he failed three tests and has every right to have the opportunity to work his way back on the team.

TM7 and his family may have reached out to see if there was any option any chance to come back to LSU. That is totally believable to me. My guess is Schad got that part right.
What he failed to do prior to going to print is to check in with LSU on or off the record to see if there was any path to return.
Others like Kleinpeter at the TImes Pic have and like both Miles and Alleva stated last week when asked on the record said there was no path back for him.

I think it probably was possible that they would have allowed him to sit out a year at first, but if that offer was rejected at first and when the announcement was made that he was gone, there's now no going back for the reason you pointed out.
If they now say, "ok, we will let you sit out a year" then it has the potential to really blow up in LSU's face. Because if they did let him back, it would definitely signal that he either A)had only failed 3 tests to begin with and was never deserving of of permanent ineligibility or B)he had failed more than 3 tests to begin with and was allowed more leeway than the policy calls for
