Two college football rules to evaluate...

1. Instead of 40sec play clock for all downs, I noticed after a time out the time referee uses the old 25sec play clock once lead referee gives the ready for play signal. It would be nice to use this after every first down, as players often have trouble getting lined up for the next play if previous play that got a first down was explosive. Meaning more than a 20yd gain. Even NFL offenses struggle here.
2. After an offensive false start penalty with a running game clock, stop game clock until the ball is snapped successfully on subsequent play. Keeps offenses from intentionally running out the clock at games end.
Typical off season rant, that I know probably won’t gain any traction. Yet one can hope for an ever improved product.

Can't give the offense a free timeout/clock stoppage if they're down late in the game.

agree on 2 but not on 1.
The entire point of the 40 second clock is to eliminate the variability when the ref will start the 25 second clock. The 40 seconds provides complete certainty and eliminates referee judgment.

Targeting
There needs to be a blatant/egregious one that gets you ejected (CEH against Oklahoma)
Then a incidental contact that gets you 15 yards (90% of all targeting calls)

What if a team is in 2 minute offense? Couldn’t they just false start on purpose to get a free time out without having to waste a play on a spike?

The thing is, it's nearly impossible to judge intent. As much as we'd like to say that someone just unfortunately ducked their head, there is no way to be 100% sure someone did or did not make a move with malicious intent.
Refs already wield enough power. I don't want them trying to decide someone's intentions as well.

How it was applied in 2019 was so much better than how it was applied in 2018. Devin White would not have been ejected in 2019.

We need to stop the defensive backs holding and grabbing shirts and arms. Some receivers hold too. Stop it 100%.

If a player catches the ball and has a knee down, the rule should be like it is in the NFL in allowing the receiver to turn upfield until they get touched.

All Targeting should be 15 yards...Eliminate the refs from determining if it was blatant or not, they get enough shite wrong to begin with...
If the same player gets a second targeting in the game then he’s ejected...

I'd say after a penalty the other team should have the option of running or stopping the clock. Assuming the clock was already running.

I know we all hate judgement calls but there should be a targeting 1 and targeting 2. The hit the Oklahoma guy did against CEH should be an ejection every time. The hit Devin White did against Mississippi State should be 15 yards.
