Three arrested for running illegal massage parlors in East Baton Rouge Parish

BATON ROUGE - After more than a year on the run, three people accused of running illegal massage parlors in East Baton Rouge Parish were arrested Tuesday.

Guangdong Bai, Yue Ying Jiang, and Wenming Zou, all in their 60s, are facing charges of promoting prostitution, pandering and operating a massage parlor without a license.

Their arrests come a little more than a year after ICE detained ten Chinese women from a raid of spas across East Baton Rouge Parish.

"We wanted to treat them as victims. We believe that they are trafficked individuals. Although here illegally, they are still being victimized by somebody that's making money off of them," District Attorney Hillar Moore said.

At the time, Moore said he was looking to arrest the owners of the spas, who he says forced the women into prostitution.

Bai and Jiang are accused of promoting prostitution at Oriental Relax Spa on Coursey Boulevard.

According to a warrant, the Louisiana Board of Massage Therapy issued Bai a cease-and-desist order in 2014 because of illicit ads posted about the business. Online posts on known illicit sites said, "If you're feeling stressed out, sore or overworked... come and let us relax your body," the affidavit said.

The warrant said the massage board sent more cease-and-desist orders that were not followed, and the business continued to operate under fake licenses and certifications continuing into 2025.

During surveillance, an EBRSO deputy said they saw a man leaving the business "buttoning his shirt sleeves and adjusting the belt on his pants." At the time, the business was unlicensed, but an open sign was on in the window.

Zou was reportedly one of multiple people running All-Natural Spa on O'Neal Lane, an unlicensed massage business.

An affidavit says that deputies raided the business in 2025 and found that a Chinese woman who was in the country illegally was living there. She was arrested for promoting prostitution.

An EBRSO spokesperson says it took a year to track the trio down because they had left the state. They drove back to Louisiana and turned themselves in Tuesday.
