It wouldve been legal if he dropped it at the 35 but he dropped it at the 33.

Re the play, I looked it up, and it's a carryover from rugby.
Seems on a kickoff, the ball has to touch the ground. Either on a tee, or a dropkick. In olden days they used to make dirt mounds or "tees", then after WW2 started allowing actual tees. You couldn't punt (without it hitting the ground) due to some "unfair advantage" rule.
People used the tee instead of the dropkick, because you got more distance and accuracy (the ball used to be rounder, so it had a more uniform bounce. Now that it's oblong, you can get a weird bounce and really shank it. So, the tee was an advantage for the kicking team.
According to google ai, the kicker should have stood motionless at the 35 to do it, he was back a couple yards.

I hope they don't go and eliminate the rule due to this. I like there being random "hidden" things you can do. I absolutely despise the NFL kickoff, just as I hate the NFL extra point rules too. Those rules completely eliminate fakes on conversions, as well as surprise onside kicks. And note, teams didn't do either a lot because it was well-established that you had a better chance at getting the extra point on a kick while you took a bigger chance of missing on a 2 pt play, and if you didn't recover the onside kick the other team starts damn near in scoring territory.
Just play the game the way it has been for decades, the game that became so popular.

I really hate how they feel the need to keep adding rules to games. It's like baseball wanting to eliminate the shift... leave it alone. If they want to put all your infielders between 1st and 2nd, and pull your outfielders in super shallow, let them do it, the batter can just try to hit the ball to the massive open spaces that creates.

Same thing with this. If you have a guy who can competently kick a dropkick with some control (as an Aussie football guy can), let him do it. You won't see it often at all, because everyone figured out a long time ago the best way to kick off is from a tee.
