So what is the solution for fixing college football? And where will it come from?

Will Congress act? Probably not.
The NCAA is powerless.
Do the Power 4 appoint a commissioner who will issue edicts that carry the weight of law? Or do they convene a convention to set the rules and create an enforcement authority. Will need buy-in from all the schools.
What are the key issues that have the potential to destroy the game?
-- The calendar. Move the portal window. Prevent coaches from moving before the end of the season.
-- The portal. One window, after the season is finished. Limit the number of times a kid can transfer. We cannot have open free agency for every single player every single year. We cannot have 3300 kids in the portal every year, most of whom are just trying to create leverage for more money.
-- NIL. This is the thing that will kill the sport. Put a cap on it. Create a gestapo enforcement arm.

I still hold firm to my POV from two years ago. The NCAA will not be a governing body by 2030. Schools with break away from their sports departments and they will form LLCs and an internal semi-pro division. It's broken.

For now, each team has to find how it can navigate the process.
Congress cannot fix a flat tire.
NCAA cannot either.
Your team needs to decide how rich/good it wants to be.
Toughness is the key though. Coaches need tk teach toughness.

The sport as we knew it is already dead because courts have already ruled you can’t do the second and third things on your list.
Now it’s just a matter of whether you want to continue to care about this replacement sport or not.

NIL only began because of a supreme court ruling. The NCAA cant place many restrictions in it without violating that ruling.
The transfer portal chaos however was not determined by a supreme court ruling. To my knowledge, the NCAA still has full power to regulate it, but they're scared over regulating it will lead to another supreme court ruling.
In my opinion, the NCAA should only allow players to transfer without penalty 1 time in their college career. Every additional transfer requires they sit out a year. They could argue that multiple transfers is depreciating the education of the student athlete as you cant transfer hours from school to school to school.

The NCAA employed Gestapo zero tolerance tactics for years, YEARS. Fines, negating wins, suspending scholarships and bowl games.

Get rid of conference ganes. They are losing its luster . Was basically designed for the BCS. Dont see it happening soon, because its a money grab.

I think the solution on College Gameday was the best. The power 4 conference commissioners get together and get someone like a Saban in there with them to make a change.
Saban is right, you have to change the calendar, similar to NFL model where its not wild west.
