You should be able to install your whole offense in less than a week. If you can’t, it’s too complicated.
That being said, after your offense is installed you can tweak plays, add formations and routes etc. but the base is there.

College offenses are usually not that complicated. With the practice time limits, they just don't have the time to install an overly complex offense.
If an OC is doing that - then he's doing the wrong thing.
