Has that happened yet? The players who are seeking to return, to my knowledge, are all guys who were ineligible but would have been eligible to return had the 5-for-5 been extended to seniors (HS class of 2022). Is that not the case? If so, for whom?
If you're talking about RJ Luis in basketball, I expect his case to go against him, ultimately.

There is no players union, nor is there a CBA. A strike would be conceptually difficult as the players aren't "employees"
