Targeting rule with regard to leading with the crown of the helmet is as much to protect the tackler as the recipient of the blow. The rule is there for the protection from the chronic brain injury/trauma problem and the serious risk of paralysis to the person hitting with the crown of the helmet.

FTR, when Skalski crushed Burrow in the ribs he did not hit him with his head and was a legal hit.

The rule isn’t just to protect the player getting hit but also to protect the player hitting. Skalski could have broke his neck on that play. If he would have kept his head up then it wouldn’t have been a penalty

He seems to have great talent, but he is a liability. Both to himself and any team that drafts him. Imagine drafting him and knowing that he will only be available for portions of games based on his tendencies.

No it’s not crap. What’s crap is what’s between your ears if you can’t understand this. Lowering your helmet, and making contact with the crown, is targeting. It’s simple to avoid. I would not think I needed to tell you, but your OP indicates otherwise. You keep your eyes up when you hit someone. Don’t lower your helmet.
I don’t think that Clemson dumbass meant to target either player, but when you lower your helmet that’s what happens. They are right to call that targeting, and they will save more than one crippling injury because of it.

I chuckled when the announcers said something like “it feels like he has concrete in his helmet” when he tackles. Yea, he’s spearing the frick out of people.

Jacoby Stevens leveled that Clemson WR last year with his shoulder. Skalski used his helmet and speared Justin Fields.

Actually that wouldn’t have been an nfl targeting call. Nfl rules are different. Could possibly be called spearing but you never really see that call anymore. It was a dangerous play though.
Also he is likely to go undrafted next year. He doesn’t fit the mold of today’s nfl linebackers. He is a 1990 run stuffer type guy. He will be a practice squad guy with aspirations to make it on special teams and goal line snaps

The NFL prohibits “initiating forcible contact by delivering a blow with the top/crown” of the helmet. Skalski would have been flagged on the play in the NFL as well.
“A targeting foul is now defined by the NFL to have occurred when "a player lowers his head to initiate and make contact with his helmet against an opponent." The rule passed 32-0 by NFL owners.”
