If a player has not graduated from a major university his jersey can be retired; however, he is not eligible for admittance to the LSU Hall of Fame.
For example, Pete's number was retired but he is not in the HoF because he did not graduate (He was expelled in his senior year). Alvin Dark did not graduate from LSU but instead graduated from SWLa in Lafayette (now called LaLa). He is in the HoF.
So, in answer to your question, no.

As for the rule re graduating, eh...that's up to LSU. As a fan of LSU but an alumnus of another university I don't really feel I have a say in that.
But from a "legendary player" standpoint, absolutely.

His talent was there for it to be hung, but he was there for 2 years and he has gone off the deep end. Would I be opposed to it happening? Not really, but I don’t think it will ever happen.

When you are talking about all time starting lineup you have taken the "recruiting" and the "day to day process of leadership" aspect away from the coaches.
All you are left with in coaching is "scheme" and "motivation".
Now redo your evaluation without Wooden's awesome day to day process of leadership that won him championships and Smith's awesome recruiting that won him championship.

Without question it should be but won’t unless he graduates but that doesn’t seem to be happening and he probably doesn’t want the attention from it. He stood up for something he believed in peacefully. People are too sensitive.

Ok. Regardless of your opinion of the validity of his message, he to my knowledge has never harmed anyone. He also has come back for games on a few occasions in the recent past so he’s not some loon who is off the grid or completely alienated the program. I think if LSU can excuse the non-graduating thing and he wants it to happen there’s no reason not to do it. But he’s always been a pretty subdued and private person so he may not even be interested in it

100% People forget this story, and all the recent stuff has made people think that's what took place then.
His story is 100% different. Agree with his religious stance (he was a devout Baptist while at LSU, so I'm sure that was ok?) or not or his political stance or not, the guy simply stopped standing for the anthem at games. There was no protest. While everyone else stood at attention, he did his own thing quietly...stretching, getting ready, etc.
It was only when a reporter asked him about it several weeks after he'd started doing it did he even talk about what he was doing and why.
THEN it became a shite storm and due to "national outrage" the NBA had to step in and of course, he then got pissed and it became more of a protest and a show. But it was never that, and would never have been that had folks just let him do his thing.
FWIW, that's an entirely different situation for the Kaep thing, which WAS done solely for the attention. for frick's sake, anyone who remembers CJ remembers a guy who basically hated the spotlight and was not some attention whore. He always had strong convictions, and in this case he stood by them even when it basically derailed his career.
