By last years standards, the hit on 24 during the 2nd punt return would have been targeting with an ejection. Are the rules changing again?

no, and the explanation by the commentators was highly insufficient when I watched again at home

The "rules of targeting" and "what constitutes targeting" on the field don't always match.

Someone said that on the scoreboard and I thought it was ridiculous at first. But, on the replay it was clear the guy dropped his head and used the crown of his helmet.

Stingley wasn't in a defenseless position. There's no penalty for helmet to helmet in that situation. But, using the crown of the helmet is supposed to be targeting unless that's changed this season.

No flag was a travesty.

He clearly launch with the crown of his helmet to the head or neck area.

That was targeting and a missed call.

Not only was it textbook crown of the helmet but he LAUNCHED! Both feet in the air on impact. That was a missed call

I am pretty sure the same player #45 did the same thing to Brennan when he hit him out of bounds.

I thought so as well. Does a flag have to be thrown to trigger the immense review? Don’t they have people off site reviewing targeting calls?

The replay booth can buzz down to the referee for a targeting review.

The very next play there was another close call on H2H. It may have been the same guy.

They reviewed it. How they didn't see targeting in slow motion is beyond me
