He wasn't arrested? How do they do things up in Oregon?
I know both in Louisiana and Florida it's the Officer's choice whether to arrest or not but toss in driving on the suspension and there is no way it is not off to jail.

The dude was cited and not arrested. It's very misleading. He will pay a 1,148 ticket.
