the way I'm reading it, it doesn't seem like he was "cheating".
He was contacting guys during the dead period/after they had signed.
Leigh seems to have really fricked over some people in that regard though.

This whole situation reeks of Dabo. Feel like the ugly side of recruiting rearing its head again. Pure speculation but I wouldn't be surprised if Clemson had Leigh silently committed and really wanted to frick over other schools to this extent.
