Just a quirk in the rule book.
Usually see it on run downs. If there is contact with a fielder, even if the runner is heading back to an original base they are awarded the forward base.

That makes sense though because at least they are already trying to advance to the next base though
So let me get this straight, on a pickoff attempt at !B if the 1B obstructs EVERY runner on base gets to move up, even if there's a guy at 3B, he goes home? I would assume this has to be the case if the guy at 1B has to move up to 2B.
That would be wild to see

Yeah, it’s meant for being caught between bases. Technically taking a lead off of first is “between bases” so this that’s why he was awarded second. It should be changed though.
