tadelatt I know right. Damn people are out of the loop. The rangers have less to spend on the first 10 rounds than the astros have to spend on the first pick. 
The penalties are so crazy harsh if they go over that no team will go over. It's not like years past when a team can throw any kind of money at a player in the sup round. Also, teams can't go over a particular amount on each slot. Look shite up people.

I think if they don't sign their picks they can't use that money saved in the pool for other players.
