Texas
Then the next in the pecking order:

Bama
Texas A&M
Hopefully LSU can get into the 2nd tier soon.

Obviously you need facilities and tradition. But beyond that the best jobs are talent rich football crazy states without in-state competition.

Then next tier has little brother schools to compete with but still the #1 option

Maybe Florida in this tier
Then I would say schools with money and fans with more patience.

Texas and Aggies have more money than anyone. Others with deep pockets would be the Catholics (Notre Dame) and Moormans (BYU).
