How do you do that when you have a team which struggled mightily with Louisiana Tech and beat Western Kentucky by just the skin of their teeth, and has a history of losing to Troy, Miami (Ohio) and UAB?

It's better to open up with Clemson, USC, UCLA, Florida State, Arizona State, etc than one of the Group Of Five "weak sisters." You can lose to a P4 team and not become a laughingstock.

Texas’ close loss to Ohio State (AT OSU) kept them out of the playoff this year.

Nope. Not even close. Texas lost two other games for a total of THREE losses that kept them out of the playoffs. (One of those was to a Florida team with a 6-2 conference record.) UT@Austin could have made the playoffs had they only had two losses - to OSU and UGA.

If making the playoffs is ultra important then you need to stop scheduling these tough non sec opponents. Yea it would suck for the fans but the first time they miss the playoffs like Texas is about to do they will start screaming. If Texas would have scheduled Rice instead of Ohio State they would be in the playoffs. I would also NOT schedule Notre Dame either until they join a fricking conference. They are getting preferential treatment every year because of their wins with most against easy teams. So screw ND
