Because he was starting, Hess probably has more stamina than anybody else in the pen. It makes sense to use him for long relief.

That's true. Which is why I would like to see him a couple of times a weekend for 1-2 innings, late in the game, as opposed to once for 3-4 innings. He has the Closer mentality.
