Could you expand on the fraud part?
I understand that he had some trouble with the DOT 10 years or so ago.

I understand that this was 10 years or so ago. Pilot's licences are administered by the DOT. The coast guard handles any improper usage, failed drug screens, accidents, etc.
I just wonder how far this went up the chain. There's a lot more involved here than most people know. He may not have a criminal record but he'll never hold another DOT document again.
