When the enemy exists amongst innocents. And they all look alike, it is hard to eradicate them without killing women and children. It is an ideology, not just bodies.

Haven't used nukes since 1945
Most people don't understand nuclear weapons and think they are a viable solution for killing a country. It could be if you were talking about Liechtenstein, but you aren't.
Yemen is about 4 times the size of Florida, and Ansar Allah holds about 1/3rd of the country's territory, so an area larger than Florida. We don't have enough nukes to glass an area that large, and that is just the Houthis in Yemen. You could take out the northern population center and get 70% or so of the Houthis but you are also going to kill but you are going to kill about 16 million Sunnis while you are at it. This is just going to crank up groups like Salafi-Jihadism, ISIS, and al-Qaeda which as a result of their decentralized nature are going to produce all sorts of issues.
None of this even touches on making the US a global pariah. Nukes have their place for deterrence but really can only be used in a true existential war and even then the price of using them will be high.

Because wars are not won by flying planes over an area and dropping bombs. Troops have to be on the ground and hold it for a period of time. We're not willingly to do that in Yemen. Nor should we, because that whole country is not worth one drop of a U.S. Marine's blood.

Why can’t , or possibly more important question. Why won’t we just wipe the “houthis” off the face of the Earth.
Because they hide behind women and children who have no say in the fight.
