Tom Satterly was a Delta guy that served in Operation task force Ranger(Mogadishu). He talks about the street fighting the night after the choppers went down. He said they killed hundreds of Somalis and they just kept coming. Had a 13 yr old kill his best friend next to him.

Because the only effective way is genocide, and we dont do that. As has been said, the Roman's were the last ones to have any real military success in the middle east and it's because they were incredibly brutal.
The current wack a mole approach isnt bad. Its the only way you can engage a middle east gurilla force without a quagmire. You'll never "win" in the traditional sense, but there is no way to "win" anyway.

You *can* fight one but it requires unbridled brutality. You have to kill everyone, poison the wells, salt the fields, etc.
