OP, are you sure you’re not confusing abolishing the one and done rule with the “undrafted players can return” rule? Both were approved by the NCAA in August 2018. The NBA sent out a memo saying draft eligibility rules would not change before 2021, but that statement does not apply to the undrafted players returning to school because their draft eligibility is not in question.
If you have a link explicitly stating players cannot return to school after being undrafted, I’d love to read it.

Thanks for clarifying, thought it was effective immediately. I think they can only return to school if they don't sign with an agent, not 100 percent sure on that.

I’m pretty sure that undrafted players CAN return to school. They may have to pay their own tuition going forward and play rec ball, but they can return to school.
