all this does is allow them to have "official" talks with prospects and talk actual details and money. they still have to find a guy, and most wont be free to talk until the end of the season, so this is step one

I would bet woody has an agreement with someone already (which could always fall apart) and that the names you hear rumors about will be used by him to plug leaks.
