Did the NCAA reinstate Fulton to get away from Urban Meyer backlash?

I love he is back on the team, so no complaints here, but is it possible the NCAA did this because of the media mentioning a player getting two years suspension, players getting suspended for selling jerseys and free tats, but Urban Meyer only getting 3 games?
Maybe it's simply to get the attention off of them down here. I wonder if they over turned some other players in other conferences today as well.
Just a thought.
Edit: I also know it was Ohio St who suspended Meyer. However, the NCAA was called out on being silent and how bad it looks for them.

NCAA didn’t suspend Urban. Ohio state did.

That's true, but several of the big names at SI and ESPN mentioned how bad it looks for the NCAA in general.

100% why they did it IMO. They’ve been dragging their feet and dicking around on this for over a year and his suspension is suddenly swiftly lifted and they quit screwing him over within 6 hours of the media scrutiny heating up. The NCAA knows how bad this could’ve gotten in today’s day and age and they bent the knee. I honestly hope the SJW’s start a shitstorm over this anyway

I do too, he’s an ultimate scum bag. Covered up Aaron Rodgers felonious shite while at UF, among a lot of other things. I hope there’s tremendous backlash. He’s as sleazy as it gets, up there with Switzer, Sherrill, Briles, et al.

If you know anything about the NCAA, even though they had again 0% to do with Urban Meyer, to the extent it came up at all, wouldn’t you think they would be infinitely more likely to seek to increase the penalty on Urban than lessen one on a player?

No. They reinstated Fulton because there are apparently two different rules that apply to what he did. Tampering with a drug test is 2 years. But using someone else's urine is 1 year. Go figure.

I know I don’t post a lot and you guys will probably throw me to the wolves for it, but from what I’ve heard, his lawyer asked the NCAA to clarify what rule he actually broke. When it first happened it was rule 3.4 something, which is a 2 year ban, and when his lawyer asked them to clarify it recently they said it was rule 3.3 something, which is a 1 year suspension. They realized it, and ruled him eligible because he did his 1 year time. From what I’ve heard anyway. Personally, I could care less, I’m just glad he’s eligible.

Meyer didn't break any NCAA rules. He's a sleaze, but the NCAA can't penalize him unless he breaks one of their rules. The NCAA had no legitimate reason to be involved in the Penn State nightmare, either, and they back tracked on that.
The NCAA is only entitled to be involved regarding competitive imbalances within their regulations. It's why they had no authority to intervene in the North Carolina curriculum mess and bowed out. They are a regulatory body, not legal
The Meyer situation didn't involve cheating, competitive advantage in athletic, so the NCAA has no say in it. They overstepped their authority in the Penn State case. They're not going to do it again.
