Dickie V doesn’t even realize that he’s being used. How has no one at ESPN told him to shut up already? Like has anyone told him “Dick, you’re only getting info when a big recruit is about to commit to LSU”

He's not senile. He's just being used as a recruiting mouthpiece to keep LSU from signing a big recruit. The problem is that he swung and completely missed on the first go-round so his credibility is now shot and whatever bridge he had with LSU is burnt, destroyed and collapsed.
It's best to just ignore Dick at this point. He's a relic of college basketball's past trying to hang on for just a bit longer as his career fades into the sunset

The only reason he tweets it is in hopes that the recruit/player it's aimed at is impressionable enough to believe him.

Pretty likely IMO. Notice when grilled on this on Off the Bench, he refused to even acknowledge what entity his information comes from, whether it be someone in the NCAA, a coach, or whomever. He wouldn't even need to reveal his source to give any sort of credence to this information he is adamant he's receiving and said source being extremely reliable.
Just think about who Vitale is close with, or close enough for them to give him information. It would be coaches who donate to his charity. I highly doubt anyone with actual knowledge of this process (the NCAA) would 1) disclose that information to anyone; and 2) if they did, disclose it to a loudmouth moron like Dick Vitale.

Sorry to break it to you, but this isn't going anywhere. The NCAA isn't doing shite, and Vitale (as proxy for others) won't stop claiming it is coming. He's been spouting this shite non-stop for the past 18 months. It's always "about to break" or "weeks away" or "later this month".
