More than half of SEVP-certified institutions are described as small entities unable to absorb large upfront fees without changing practices. Sources note possible enrollment and revenue declines, greater selectivity in OPT recommendations, and legal challenges, but none quantify or forecast institutional closures. DHS separately states it may end the OPT program itself if the fees cannot be implemented

DHS estimates that 2,478 SEVP-certified schools would be affected. That figure comes from the agency’s review of OPT authorizations with employment start dates in 2022–2024; it counts schools that both enrolled F-1 students and had students who participated in OPT, and DHS treats this group as the regulated population for the proposed rule.The total is not limited to four-year universities. It includes any SEVP-certified institution (community colleges, other postsecondary schools, and similar entities) that had OPT activity in those years. Overall SEVP-certified schools number several thousand more, but only those with recent OPT participation are included in the 2,478. DHS also estimates that about 56 percent of the regulated institutions qualify as small entities.

And they said the layoffs were due to corporate downsizing, what a crock of shite, and yes my company uses H-1B's and they aren't more qualified than US workers, it's a money grab fostered by corporate greed.

Interestingly, I work from home (in Florida) for an Indian IT Company, consulting for a Canadian Mining Company based in Toronto.

My company has been abusing the system for years. They not only hire as few Americans as they can get away with, but they are abusive towards their Indian H1B employees. They pay them poorly, make them move across country on short notice, and slow walk the green card process, making it difficult for them to get a better paying job.
