Clarification on super regional host bidding process: bids are already in; random thoughts

Preface this all by saying:
If lsu wins today, they host no matter what due to being a higher seed over WVU and GC, who are the only two teams left in that regional. ETA: WVU won.
Now to the bidding: Super regional host bids have already been submitted by all teams that chose to do so. I’ve seen some posts discussing whether WVU and GC can submit bids NOW and how that bid would compare to LSUs bid. Those bids are already in, if they did indeed want to submit a bid. For our situation, their bids don’t matter (if they did bid).
Curiosity discussion questions:
Why WOULDNT you submit a bid to host a regional and super regional, even if you are a 3/4 seed? Might as well submit it and if things shake your way, you may have a chance. Not sure what the downside would be to submitting the bids.

Some schools don't have the facilities capable of hosting a SR

I guess cause some of the 4 seeds, maybe even some 3, don’t have the facilities or staff to host something like this. Especially on a week’s notice

Can you submit a bid to host somewhere other than your field? Like if you have a minor league park close by, can you submit to host it there?

You’d theoretically have 2-3ish weeks to have stuff staged and ready to go IF you managed to win your regional and be in position to host.

Yea I’m familiar with that document. I don’t know it backwards and forwards, but there really isn’t anything that should exclude anyone right off the bat?
MAYBE the hotel requirement?

I don't think being a higher seed matters. We all know LSU would host over them, but I don't think the seeding matters at all. If the hosts lose, its just up to the bidding process.

I do not think that is accurate. From an SI article:

It can be taken into consideration. But ultimately our bid will be better regardless.

Facilities and bad timing sometimes play a factor ....in 2023, Indiana State (42-15) was nationally ranked #14 and hosted a regional which they won going 3-0. They were supposed to host TCU in the Super Regional. Due to poor timing, they could not provide enough hotel rooms to meet the bid requirements. During this same weekend, The State of Indiana held the Special Olympics in Terre Haute, IN which took up all the hotel rooms in the city. Additionally, campus dorms were being renovated and could not be used for housing as a second option. The Sycamores travelled to Ft. Worth and lost both games.

there are certain criteria with the bid proposal that not all schools can meet.
for one I'm not sure the amount, but there is a financial guarantee that must be included.
that fee is not even a drop in the bucket for a school like LSU, but would be substantial for a program like GCU.
and the only way GCU would host as a 4 is if Long Island had won the Chapel Hill regional.
Which is not exactly going to move the revenue meter to bring in the kind of money they would need to cover the expenses. Especially if the SR only lasts 2 games.

Tulane hosted at Zephyr Field in 2001

directly from the rule book:

not "can be", but "shall be"
meaning if the higher seed submitted a bid at all (assuming they meet all criteria), they host.
period. even if the lower seed has a better bid.
