They need to have rules but technology (and common sense) should be able to be applied for a judgment call. If a thunderstorm has passed and is moving away with clearing skies overhead, lightning from that storm should not cause a continuation of weather delay time. It's not as if the storm will suddenly reverse direction and come back toward the stadium.
