Anyone got an idea what those blocks are for onto the seating? Just for aesthetics?

At the top? I assume concessions and restrooms, but does look like they didn't put much effort into that part of the design.

Yep.

If everything goes according to plan, all but about 1,500 visitor seats will be moved to the new South EZ upper deck.

New SEZ in Tiger Stadium will bring capacity to about 99,400.
