Whatever happens in the end, no insider nor the staff can be blamed for anything. This is as much a circus as the Evans thing in terms of indecisiveness. No insider can predict what's going on and the staff is working their arse off to get him.

But, if it's true and Burch left that room where Kirby was sitting not far from him, and still didn't make it official to USCe...

This is the most likely explanation for the weirdness. School full of friends, all going to USCe, college coach sitting there watching. National stage. 5* recruit. But you know you're better than what USCe has to offer. So you save face infront of everyone and later tell them you had a change of heart when there's not such a huge spotlight on you.
